Productor y director teatral estadounidense. Estudió actuación y dirección, y posteriormente trabajó como director de escena en la cadena de televisión CBS. En 1954 fundó el New York Shakespeare Festival, que se caracterizó por presentar en forma gratuita obras shakesperianas en diversos parques de la ciudad que, en su mayoría, produjo y dirigió. En 1962 se construyó el teatro Delacorte en Central Park, que se constituyó como la sede permanente de su compañía. En 1967 fundó el New York Shakespeare Festival Public Theatre, que se centró en la producción de obras contemporáneas y experimentales; varios de estos montajes fueron luego presentados en Broadway, entre ellos Hair (1967) y A Chorus Line (1975). Durante la década de 1980 Papp continuó como uno de los productores más activos del circuito Off-Broadway, y ejerció su función de director artístico del Shakespeare Festival y del Public Theatre hasta su fallecimiento.
